The web portal is openly browsable for searching across this material. Its programmatic interface is limited to pre-registered IP addresses, so in practice you use it through the website.

BASE (Bielefeld Academic Search Engine) is one of the largest academic search engines in the world, built by Bielefeld University from content harvested via the OAI-PMH protocol from thousands of repositories and data providers. You search across this enormous corpus on base-search.net using keyword, author, subject, or date filters. Because its programmatic interface is restricted to pre-registered institutions, Echo links you directly to the BASE search page so you can run your query there.
