Webharvest.gov is the place to look when you need to see how a US congressional or presidential website looked at a specific moment in political history. NARA has crawled the websites of Congress members, committees, and leadership offices at the close of each Congress since the 109th, and has preserved presidential administration websites since the Clinton era. You browse the collections by Congress number or administration and navigate captures on the site; there is no search API. The Center for Legislative Archives holds over 190 terabytes of this material.
